EU Launches Scaleup Europe Fund With €5 Billion Target For Tech Growth

Background- 

The European Commission has wrapped up the last legal formalities behind the Scaleup Europe Fund, opening the door for it to begin backing Europe’s scale-up companies with a €5 billion capital target.

European Commission President Ursula von der Leyen put forward the fund in 2025, intended to help Europe’s most promising companies emerge as global leaders.

Despite strong scientific research and a healthy pipeline of startups, many high-potential firms have had to seek funding abroad to scale up, and the fund aims to close that gap while keeping the value of European innovation within the region.

Ekaterina Zaharieva, Commissioner for Startups, Research and Innovation, said the launch marks a shift in the investment landscape for European technology companies, noting that the fund builds on the region’s scientific and startup strengths to close the financing gap facing its most promising firms as they scale globally while staying rooted in Europe.

With its legal documentation now adopted, the fund has been established as part of the European Innovation Council Fund. Private equity firm EQT, chosen through a competitive selection process, has taken on the role of investment manager and can now make independent investment decisions on market terms.

The fund is fully operational and set to invest directly in Europe’s leading scale-up companies, with first investments expected in the coming weeks. It will target critical technology sectors including artificial intelligence, quantum technologies, biotechnology, and clean technologies.

A coalition of public and private partners backs the fund’s founding, including Novo Holdings, EIFO, CriteriaCaixa, Santander Mouro Capital, Fondazione Compagnia di San Paolo, Intesa Sanpaolo, Fondazione Cariplo, APG Asset Management on behalf of ABP, Wallenberg Investments, Allianz, and the Commission itself. Fundraising continues toward the €5 billion goal.
